Job Summmary

This position is located in the Office of Nuclear Security and Incident Response, Division of Physical and Cyber Security Policy, Access Authorization, Fitness for Duty, Policy Branch. The supervisor is Justin Vazquez. This position is in the Bargaining Unit with the National Treasury Employees Union, Chapter 208. This position is subject to Confidential Financial Disclosure reporting requirements. This position is subject to security ownership restriction reporting requirements.

Job Duties

The successful candidate will perform the full range of Sr. Security Specialist duties. Such duties include but are not limited to: 1. Serving as a subject matter expert on securing nuclear reactor and other programs or programmatic issues impacting the NRC security and safeguards programs for protecting health, safety and the environment. Identifies policy, programmatic, and regulatory issues associated with NRC licensed facility security. 2. Advising NRC management of policy issues relating to licensing and inspections, including performance assessment, vulnerability assessment, security system technologies, and analysis of licensees' physical protection system and security programs. Identifies and resolves programmatic issues involving licensing, including the review of requirements made in licensees' physical security plans. 3. Performing sometimes complex reviews and evaluations of effectiveness of physical protection system and security programs for operating and advanced reactors and the protection of activities involving special nuclear material, with emphasis on improving the knowledge of informing security for licensed activities. 4. Performing review and oversight of regional inspection programs and reports and findings to verify consistent application of the reactor oversight process and implementation of the agency’s enforcement policy for operating reactors, new reactors, decommissioning reactors, advanced reactors and independent spent fuel storage facilities. 5. Advising NRC management on regulatory issues involving power reactor security programs and procedures, including the need to revise regulatory requirements based on a changing threat environment. 6. Representing the Office of Nuclear Security and Incident Response in meetings with industry, Federal, State, and local government agencies. Interfaces with management of other government agencies, state and local governments, security organizations, industrial organizations, and the public in security and safeguards licensing, inspections, and technical matter. Keeps informed of the latest concepts, theories, and developments and reviews operating experience/operational problems to assesses the relative importance with respect to the scope and content of current and proposed security and safeguards programs.

Qualification

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following: 1. Demonstrated knowledge and experience in the independent preparation and presentation of highly complex comprehensive and concise analyses of security-related issues. Demonstrated ability to communicate information, ideas, and advice in a clear, concise, and logical manner, both orally and in writing. 2. Demonstrated ability to develop and implement successful approaches to problem solving, conflict resolution, and apply effective decision-making using available information and risk insights. Ability to use interpersonal skills to interact effectively with peers, management, and representatives of the industry, and to develop and implement successful approaches to problem solving and conflict resolution. (Describe professional experience with problem identification and resolution and give instances where your problem-solving and conflict resolution skills were demonstrated to be especially effective. Provide two or three examples of the most complex or controversial challenges you’ve had and how you approached them in order to resolve them effectively. Tell how you used risk insights to resolve the challenges and then ensured that they remained resolved.) 3. Demonstrated knowledge of NRC’s mission, policies, processes, nuclear industry licensees, NRC inspection programs, international engagements, and threat assessments. (Describe professional experience, education, training or developmental assignments which have provided you with knowledge and understanding of the NRC’s mission, policies, processes. The applicant should describe their understanding of the nuclear industry licensees, NRC’s inspection programs, international engagements, and threat assessments. The focus of this factor is the depth and ability to apply your knowledge and experience to resolve security-related matters.) SPECIALIZED EXPERIENCE is defined as: experience advising, coordinating, and leading the security policy development, licensing, and oversight of challenging security topics that demonstrates an ability to analyze complex nuclear plant and/or security operations and to determine their technical feasibility or vulnerability, and adequacy of protective measures and/or defensive strategies. This considers comprehensive knowledge, training, and experience to address a dynamic and evolving threat environment; improve the efficiency and effectiveness of NRC's safety and security framework; and address challenges implementation of NRC's safety and security requirements. The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period. Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
