You will serve as a SECURITY SPECIALIST in the SECURITY MANAGEMENT OFFICE of the UNITED STATES NAVAL ACADEMY. Salary for the GS-11: $82,764 to $107,590. Salary for the GS-12: $99,200 to $128,956.

Job Duties
- You assist Command Security Manager (CSM) in formulating, coordinating, and executing the security awareness and education program for the command
- You will assist CSM in managing the Insider Threat Program, developing command level insider threat policies, procedures, and processes aligning with overarching higher-level DoD.
- You will handle adverse personnel security actions requiring completion of forms, and/or security clearance suspension, revocation, or denial and reviews adverse pre-employment information.
- You will initiate and monitor clearance investigations for personnel
- You will conduct personnel security function including security briefings, trainings, and database entry

Qualification
For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing, interpreting and implementing security policies to ensure security processes, procedures and control systems are in place and adhered to; 2) Applying both knowledge and skills to complete and process security documents prior to issuing an employee's clearance; 3) Using computer software related to personnel security and general administration to validate security documentation and perform personnel security in-processing; 4) Applying security regulations and policies pertaining to government employment, clearances, and classified information for all assigned personnel; 5) Submitting visiting access requests for personnel requiring access at other locations. For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing knowledge of personnel and information security programs and best practices to meet mission requirements; 2) Applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls; 3) Interpreting security guidelines to provide information to the organization and ensure security actions are managed in accordance with applicable policies and procedures. This is the DoD Security Certification Program directed by DoD Instruction 3305.13. The SPēD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires obtaining the following core SPēD Certification: Security Fundamentals Professional Certification (SFPC) within the first 24 months assuming the position and must be maintained through the entire length of appointment. Declining to gain SPēD certification or loss of certification during employment is grounds for removal.
Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: For the GS-11:Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related or A combination of experience and graduate education as described above that equates to one year of experience.
