About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Security and Protection Division, Directorate of Intelligence and Security (DoIS), United States Army Futures Command (AFC).

Job Duties
- Manages and conducts oversight of all aspects of Personnel Security (PERSEC) to include management of the credible derogatory reporting program, the security clearance process, and oversight of all major subordinate command (MSC) PERSEC programs.
- Serves as a Security Specialist in the Security and Protection Division, Directorate of Intelligence and Security (DoIS), working on policy matters and procedures concerning Personnel Security (PERSEC) and Industrial Security.
- Develops and assess security requirements to protect controlled technical information (CTI) in support of research technology protection efforts.
- Provides policy guidance and oversight to Army Futures Command (AFC) HQ and Direct Reporting Units.
- Trains and mentors command security professionals on security standards.
- Serves as the organization senior PERSEC SME in the application of Adjudicative Guidelines.
- Coordinates command personnel security actions to include, establishing and maintaining hierarchy requirements for DoD PERSEC systems of records and advising the SIO, AFC staff representatives, and the Commander on PERSEC requirements.
- Creates and maintains liaisons with OPM, the DoD Consolidated Adjudications Facility (CAF), the Personnel Security Investigations Center of Excellence (PSI-COE), and the Department of the Army Deputy Chief of Staff, G-2.
- Advises on classified and unclassified contracts to identify the level of secure work to be performed and the extent of security protection required for the programs involved.

Specialized experience is defined as experience that demonstrates a practical knowledge of the subject area and of the methods and techniques of the position as demonstrated by researching, interpreting and applying security technical methods, policies, regulations, and procedures to administer and/or manage information and personnel security programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPēD) Certification Program. The SPēD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent obtain the following core SPēD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment. TERM: This announcement is for a term position. Permanent employees who apply, are selected for, and ultimately accept this position will be converted to a term appointment. Term positions in DCIPS may be extended up to six years; however, they may be extended an additional two years with Agency approval. A DCIPS term employee may be eligible for non-competitive conversion to a DCIPS permanent appointment. (To be converted to such an appointment, the employee must: 1.
