Job Summmary

This position is located within the J3 on Camp Mabry in Austin, TX. The primary purpose of this position is to serve as the ARNG Protection Specialist for functional elements and related physical and operations security policy and issues, handling of intelligence and law enforcement sensitive information, managing assigned program areas, directing studies and reviewing, revising and implementing protection policy and projects. Texas is one of 9 states with NO state income tax.

Job Duties

As a SECURITY SPECIALIST (PROTECTION) (Title 32) with the Texas National Guard, your duties will include, but will not be limited to: Serves as the ARNG authority and expert on all matters involving protection functional elements and integration of enabling functional requirements, policy, procedures, program status and serves as the conduit of information between the intelligence community and local state and federal law enforcement. Serves as the focal point to coordinate, de-conflict, and integrate various protection staff initiatives, policies, and activities within the state. Serves as consultant to the Chief of Staff and unit commanders on protection. Establishes working relationships with local, state, and federal law enforcement agencies operating within the state on behalf of the Chief of Staff. Conducts intelligence integration and information operations to assess potential threat and creates ARNG integrated protection program. Prepares Protection plans, templates and planning tools for subordinate units, writes comprehensive all hazard plans, directs the use of active, and passive security measures, and incorporates random antiterrorism measures to protect personnel, armories, buildings and garrison environments, conducts protection resource management to prioritize and generate protective measure. Responsible for synchronizing daily operations and integration, coordination and plans resource management requirements for the Protection Program functional elements of Antiterrorism, Intelligence Support to Antiterrorism, Emergency Management, Insider Threat, Law Enforcement, Mission Assurance, and Physical Security for the State ARNG. Integrates sub-functional areas and develops a holistic protection program that meets the Command's objectives, ARNG, NGB, and Army regulatory requirements. Involves all measures related security for all ARNG installations, facilities, arms/munitions storage activities, and personnel. Often interprets broad, non-specific higher headquarters directives for ARNG applicability and implementation. Receives filter, focus, and fuse information from military intelligence sources, publicly available information sources, and local, state and federal law enforcement sources to develop a clear understanding of real or potential threat to all state forces. Must review classified information and determine what information constitutes law enforcement sensitive information. Responsible for the declassification of military intelligence that is deemed law enforcement sensitive and requires dissemination to local, state, or federal law enforcement agencies operating within the state. Plans, conducts, directs the conduct of, or coordinates on site security studies, projects, assessments, and surveys of the State in relationship to protection activities. Works with engineers to assess and sign off on all construction projects within the state to ascertain that protection construction standards are complied with. Activities assessed may encompass all security specialties. Represents the Deputy Chief of Staff for Operations / Assistant Deputy Chief of Staff for Operations at meetings, conferences, workshops, panels, etc., at NGB and other deferral agency levels as the state technical authority. Serves as a member and acts as the chairperson for various boards and working groups to include intra-agency or inter-organizational committees to identify and resolve or to assign responsibilities for resolving safeguards and security issues or to perform similar work assignments, the Protection charters and Threat Working Group. Determines the need for, organizes, and conducts meetings, conferences, and workshops at the JFHQ, Brigade, or subordinate unit level to discuss and resolve specific protection issues or problems, or highlight new security policies, procedures, and requirements. May supervise AGR, Title 32, Title 5, contractors, and/or state employees directly, and through subordinate supervisors. Interviews prospective employees. Approves personnel actions, counsels, and evaluates subordinate employees. Assures compliance with Federal and local personnel management policies. Hears employee grievances and complaints; takes necessary informal disciplinary actions and when warranted, proposed formal actions. Implements the provisions of the equal opportunity program and employee/labor relations program and keeps employees informed on all aspects of the personnel program. Appointment Factor(s): This is an Excepted Service position that requires active membership in a compatible military assignment in the Texas National Guard and wear of the military uniform. Areas of Consideration: In-State Excepted. This includes: All currently employed full-time permanent, indefinite and temporary personnel of the Texas National Guard. Must obtain the Security Professional Certification(s) within 24 months of hire. Veterans' preference is not applicable to this position. Direct deposit is mandatory. Depending on State's mission set, the position may be required to obtain and maintain a top secret clearance. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments. This is an Army National Guard dual status technician position which requires military membership. The duties and responsibilities of your job may significantly impact the environment. Military Requirements: Military skill set is determined by AFSC/MOS requirements. Need not have MOS to apply. Qualification

To be considered for qualification, your resume must include relevant experience with beginning and ending dates of employment/experience reflecting the following: Specialized Experience Required At least 1-year specialized experience equivalent to at least the next lower grade (GS-9) with extensive knowledge of a wide range of security specialties to include physical, personnel, and operational security to identify and resolve conflicting and complex policy and program objectives, and procedures within the security functional area. Knowledge in the specialized field of protection functional areas including antiterrorism, emergency management, law enforcement, and physical and operations security. Comprehensive, authoritative knowledge of Executive Orders, legislation, and DoD, NGB, United States Army (USA), and MACOM policy requirements, which are used to formulate a comprehensive, integrated state protection program which meets regulatory requirements and reduces command specific vulnerabilities and allows for the application of innovative and new security theories and concepts to provide overall enhanced security of installation resources and personnel. Comprehensive knowledge of law enforcement and security policy requirements and procedures to provide recommendations for making key decisions and policy development on short- and long-term security planning. Comprehensive knowledge of a broad range of security program relationships as well as significant experience in applying appropriate policy requirements in the areas of Incidents, Surveys, and Resolution of Findings and associated elements of physical security and information security. Working knowledge of information and operation security to review classified material. Working knowledge of protection construction standards to assess and sign off on installation construction projects. Ability to articulate effectively and provide advice and recommendations to supervisors and other security experts or groups at higher and lower echelons. Ability to utilize a computer to write reports, access the internet to research intelligence reports and current world events, and to maintain the official database information. Ability to undertake long-range studies, projects, or forecasts independently as a member of a group, or as the organizer and director with the purpose of enhancing security systems efficiency or influencing future security planning, policies, and programs. Ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data; and to apply facts and estimates derived from numerous sources to a variety of problems having different technical aspects. Trained in antiterrorism procedures at a formal service approved Level II Antiterrorism Training Course. or A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. or A combination of the experience and education listed above.
