Job Duties
The Physical Security Specialist: Provides technical guidance on physical security activities, tasks, develop standard operating procedures and post orders associated with instructing deployment of armed security forces; coordinates and conducts risk assessments in accordance with Interagency Security Committee (ISC) standards and other applicable federal guidance. Develops Departmental security plans and procedures for the protection of personnel, property and facilities against espionage, sabotage, malicious damage, theft, unauthorized entry, arson, tampering, assault, and civil disorder. Defines requirements, develops implementing policies and administers a physical security/protection program integrating advances in security consistent with the ISC and other applicable federal regulations and guidelines for all security operations at DOT including those impacting federal contractor employees and visitors. Interprets policy originating from Department of Homeland Security (DHS) Executive Order (EO)12977, DOT Office of Security, and other federal directives and guidance; develops local security policy and associated implementation instructions; provides authoritative security interpretations and guidance to management officials and security specialists; and resolves issues involving security requirements and enforcement at the DOT Headquarters, Federal Aviation Administration (FAA) Headquarters, and regional offices. Serves as a Contracting Officer’s Representative (COR) responsible for the security force contract, and as COR manages an armed guard force to control access to and maintain physical security of the DOT Headquarters’ facilities. The ideal candidate serves as a Physical Security Specialist serving as the major authoritative source of federal security program and has experience serving as a Contracting Officers Representative (COR) for armed guard force contracts.

CONDITIONS OF EMPLOYMENT: SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. DRUG TEST: This position has been determined to be a critical safety/security position as defined in the Department of Transportation (DOT) Order, DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace." Therefore, if selected for the position you will be required to submit to a pre employment/pre-appointment drug test, you will also be subject to Random Drug Testing.

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience interpreting, developing, and implementing security policy based on a risk approach and proposing solutions that monitor, evaluate and enable resolution to safeguard the workforce, reduce property loss, and support mission continuity. Experience planning, organizing, developing, coordinating, and evaluating security programs effectiveness, and recommending plan improvements to improve responses to emergencies. Experience serving as a Contracting Officer's Representative (COR). KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Security - Knowledge of the laws, regulations, and guidelines related to securing personnel, facilities, and information, including the requirements for handling, transporting, and protecting classified information and proper reporting of security incidents. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
