Job Duties
As a Physical Security Specialist, you will: Install, replace, open, clean, repair, and perform preventive maintenance on all major types of locks, door closures, and panic hardware systems safes, hall gates, desks, file cabinets, lockers, Simplex-Unican locks in accordance with work orders and instructions including, but not limited to conform to current federal, state, and local safety and security regulations and guidelines. Coordinate the re-certification and calibration of x-ray and metal detector equipment located in the three Headquarter buildings. Install, maintain and calibrate components and assemblies of electronic security systems; test and align digital circuits; analyze, identify and replace defective electronic parts and related solid-state components. Offer advice and recommendation concerning proper procedures to assure compliance with the applicable regulations. This assistance is made available to persons visiting from the field and to those who contact Security Operations by phone or letter. Prepare correspondence and reports. The ideal candidate for this position is recognized as authoritative source internally and by other agencies on the concepts, principles, and practices of physical security, which include state of the art technologies and management of physical access control systems (PACS) and devices, digital video management systems (VMS) and devices, as well as locksmithing. Candidate performs research, analytical, administrative, inspection, technical security support and enforcement duties related to physical security. The candidate should be comfortable addressing complex, multifaceted security technology questions, often under tight time constraints and conditions of uncertainty. They should be able to communicate complex technical information clearly and succinctly for a nontechnical audience, including senior appointed officials, and adept at working in a dynamic and flexible environment. The idea candidate brings a passion for innovative technology and protecting public safety through responsible development, testing, and deployment.

CONDITIONS OF EMPLOYMENT: SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. DRUG TEST: This position has been determined to be a critical safety/security position as defined in the Department of Transportation (DOT) Order, DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace." Therefore, if selected for the position you will be required to submit to a pre employment/pre-appointment drug test, you will also be subject to Random Drug Testing.

Qualification
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience as a technical expert in physical access control systems (PACS), demonstrating the ability to repair, install and perform maintenance on access entry mechanisms. Experience as a technical expert in video management systems (VMS), demonstrating the ability to repair, install and perform maintenance on digital video cameras and recorders. Experience as a locksmith demonstrating the ability to create, maintain and repair keys, cores and locksets. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience with Federal Information Security Management Act of 2002 (FISMA), to ensure applicable cybersecurity policies are implemented and system posture is consistent with security policy for physical security systems. Experience as a communications security manager including inspection, oversight and auditing to ensure accurate accountability and the highest degree of security of material and equipment. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience and certification as a contract officer representative (COR) for managing large security projects from creating pre-bid documentation all the way to the close out of the contract at the completion of the project. Experience with designing complex physical security systems to meet the security requirements based on the ISC framework for federal facilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Problem Solving - Identifying problems; determining accuracy and relevance of information; using sound judgment to generate and evaluate alternatives and making recommendations based on technical requirements. Security - Knowledge of the laws, regulations, and guidelines related to securing personnel, facilities, and information, including the requirements for handling, transporting, and protecting classified information and proper reporting of security incidents. Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
