Job Summmary
As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. The position is located within the Center Operations Division, ANG-E3, at the William J. Hughes Technical Center, Atlantic City, NJ.

Job Duties
Serves as the Manager of the Environmental, Occupational Safety and Health (EOSH) section and is responsible for the Technical Center's environmental, occupational safety and health programs. Ensures that applicable environmental laws, regulations and policies are followed for all work impacting the Technical Center campus. Work usually includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision/LOB/SO. Managerial duties typically affect employees and managers in more than one organizational unit/project/program, and include: planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate. Is responsible for Center installation planning, organizing, administering and evaluating Safety programs to include, management of capital improvement projects; oversight and management of services in support of technical programs, plant maintenance and Superfund Program and industrial safety and occupational health responsibilities. Oversees Superfund projects currently being performed on the Technical Center campus. Ensures that operating standards are in place for the services provided by the organization, that service usage and performance levels are tracked, and the organization is operating within the parameters set in the operating standards. Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Serves as primary Center representative for the review of safety and occupational health programs to assist in the development of plans and programs to achieve and maintain compliance with agency regulations and standards, Executive orders and statutes as they affect the safety and occupational health of Federal employees. Resolves all but unique problems without the intervention of higher level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution. Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher level managers to discuss the status of projects/programs and to plan for the future. Has frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes. Represents the Technical Center as the primary point of contact at township/municipal planning boards and ensures compliance to local and federal environmental and safety regulations, policies, and orders. Has authority to make commitments for subordinate organizational units, within guidelines. Plans and coordinates the investigation of Federal employee complaints, occupational safety, environmental or human health catastrophes, fatalities, and serious accidents or incidents which threaten or impair the safety and occupational health of Federal employees, working individually or as a team leader, reviews findings of unsafe and unhealthful working conditions with Federal agency managers at local levels, intermediate levels and headquarters levels if necessary, and with employee groups; prepares formal findings and recommendations for alleviation or elimination of hazards; negotiates settlements and/or implementation of corrective actions with agency managers at the various organizational echelons involved and with labor unions representing Federal employees.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
