Job Summmary
This position is located in the Civil Rights Division. The incumbent will serve as Deputy Director responsible for civil rights compliance, complaints and enforcement and also directs and oversees civil rights compliance, complaints, training, guidance and technical assistance nationwide regarding Title VI and federal regulations as well as design and implementation of civil rights compliance reviews, complaint investigations, and training in program administration and delivery.

Job Duties
- Planning, determining and monitoring progress toward program goals, and initiating corrective actions to conduct studies and recommend policies, programs, systems and procedures in the administrative management area.
- Oversees the planning, direction, and timely execution of several major program segments; participates in identifying multi-year and long-range work
- Establishes and maintains relationships internal and external to USDA with other federal agencies by demonstrating strong leadership abilitie
- Communicating information to high-ranking political appointees, managers, supervisors, program staff, individuals or groups effectively; making clear and convincing oral presentations.

Qualification
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. To qualify for the GS-15: Applicants must possess one year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Managing the development, preparation, review, approval, or publication of compliance reviews, resolution/settlement agreements, addressing civil rights issues; Managing and supervising program activities related to civil rights proactive prevention and enforcement priorities such as investigation of unlawful discrimination, harassment, retaliation, and other related civil rights violations; Effectively communicating civil rights positions orally and in writing to stakeholders at all levels and background, and; Working with assisted programs such as Supplemental Nutrition Assistance Program, Women, Infants, and Children, National School Lunch Program, Temporary Assistance for Needy Families. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
