Job Duties

  • Serve as Supervisory Branch Chief within Ground Vehicle Robotics (GVR).
  • Supervise approximately 8-15 associates as a first line supervisor.
  • Provide leadership, oversight, engineering, and programmatic support to team’s mission(s).
  • Conduct programmatic analysis of assigned projects, taking proactive measures to keep projects within cost, schedule, and performance targets.
  • Provide technical, tactical, and strategic input.
  • Represent Ground Vehicle Systems Center (GVSC) at meetings with internal Army agencies, the Department of Defense (DoD), Program Executive Officers (PEOs), and external private industries on matters within the area of responsibility/expertise.
  • Assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees.
  • Serve as rater for teams and team members, developing employee's performance standards and preparing employee performance evaluations, and providing advice, guidance, counsel, and instructions on work and administrative matters.
  • Serve as a senior engineer or program manager with a comprehensive knowledge of robotic integration and test at a system and system of systems level.
  • Provide technical guidance in the integration of autonomy software, robotic control software, safety system, networking, robotic hardware selections, payload selections and software, configuration management, and system of systems testing.
  • Demonstrate required knowledge with software methodologies including robotic vehicles, Robotic Operating System (ROS), safety testing of autonomous systems, including robotic operational objectives, architectures, control, and operator experience.
  • Conduct, monitor, direct, coordinate, and perform research, design, development, for integration, testing and engineering activities on within their team, throughout the government, and with outside external contractors.
  • Provide leadership to teams for integration field support, rapid technology integration and testing, solider operational experiment design, and trade off analysis for software or payloads.
  • Execute market surveys, and investigate technology transfer/insertion opportunities, configuration management, and technical field support.
  • Identify state of the art commercial engineering methodologies and apply them to the respective programs and projects within Ground Vehicle Robotics (GVR).
  • Participate with technical teams in developing robotic system integration, developing software, and/ or project plans for application to robotic systems.
  • Participate in working group meetings and Integrated Product Team (IPT) meetings, to provide technical expertise and recommend solutions to address issues that arise.
  • Assist in writing and preparing the Scopes of Work (SOW) and technical requirements for GVR solicitation, source selection, programs of records, etc.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Education Requirement 08XX Engineer Series: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: You MUST submit a copy of your transcripts. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. (You MUST submit a copy of your transcripts along with a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. The letter must be signed by the engineer who provided the professional engineer supervision. It must also include their name, phone number, and list their engineer credentials such as engineer education or professional certificates). NOTE: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise. Basic Requirement for the 1301 Series-Physical Scientist: A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Basic Requirement for the 1310 Series-Physicist: A. Degree: Bachelor's degree (or higher degree) in physics, or related degree that included at least 24 semester hours in physics. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound. OR B. Combination of Education and Experience: Courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound. Basic Requirement for the 1320 Series-Chemist: A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics; OR B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. Basic Requirement for the 1550 Series-Computer Scientist: A bachelor's degree (or higher) in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 SH must have included any combination of statistics and mathematics that included differential and integral calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: To qualify at the DB/DE-03 Category II (GS-12 Step 1, thru GS-14 Step 10 equivalent grade level): Your resume must clearly describe at least one year of specialized experience equivalent to the DB/DE-02, higher-end of the Pay Band (equivalent to GS-11 grade level) in the Federal service which includes: (1) Communicating critical information both orally and in writing; (2) Experience in science, engineering, or procurement / acquisition management; (3) Experience with Army organizations and the acquisition process; and (4) Demonstrated Knowledgeable of complex and specialized technologies required for existing and future military combat and tactical vehicle automation.

This announcement uses the Bachelor Degrees for Science and Engineering Positions (STRLs) direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. Position to be filled as a Renewable Modified TERM Appointment not-to-exceed (NTE) six years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.
