Job Summmary
This position serves as a Supervisory Medical Support Assistant assigned to the Health Administration Service (HAS) at the VACHS. The Supervisor is responsible for the supervision of the Medical Support Assistants assigned to the different programs within the service. These duties and responsibilities are carried out in support of the Health Administrative Service programs in the Primary Care Clinic, Mental Health Clinic, and Specialty Care Clinics or one of the outlying outpatient clinics.

Job Duties
The Supervisory Medical Support Assistant has many operational managerial/supervisory duties and responsibilities within the service. This position is in the Specialty Clinics Section (PM&R) of the Health Administration Service. The Supervisory Medical Support Assistant duties consist of but are not limited to the following: Eligibility Verifications of all veterans requesting service to the hospital for medical care. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Coordinates a measurement system and quality improvement efforts within the parameters of the teams. Reviews all activities to assure that the highest quality of care is delivered in the most cost effective way possible. Recommends changes in existing programs, using productivity, cost effectiveness and clinical outcome criteria. Works with other managers to assess the effectiveness of the HAS operation and to make recommendations concerning resources, patient flow. etc. Functions as the HAS Patient representative investigating complaints and incidents, responds and documents outcome. Responds to Congressional inquiries, conducts administrative investigations and prepares reports response with concurrence of team leaders for signature of the Chief Medical Officer. Prepares all recurring reports, compiles and analyzes data and gathers information for such reports. Provides technical support necessary to meet procedural, legal and administrative requirements relating to the admission, disposition and outpatient of patients coordinating with off-site facilities. You must be a U.S. Citizen to apply for this job. Qualification
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j. Experience: Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations Supervisory Medical Support Assistant GS 0679-8 Grade Level: Experience: One year of experience equivalent to the GS-7 grade level. Experience is defined as experience that includes, but is not limited to: Assigning work, and assuring proper staffing coverage; evaluating training records; and determining training needs of MSAs to provide support across interdisciplinary settings. The Lead assists the unit with complex and non-standard procedures, including clinical flow processes related to access to care across multiple clinics, specialties, and/or community resources. Assignments at this level include but are not limited to: ensuring accurate and timely scheduling of appointments; providing guidance to staff members, to include changes in policies and procedures; creating and maintaining employee work schedules; and acting as a liaison among Advanced MSA staff, patients, and other interdisciplinary staff to resolve day-to-day conflicts. . Candidates must also be able to demonstrate all of the following Knowledge, skills, and abilities for the GS-0679-8 level to qualify for this position: Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements. Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations. Ability to provide briefings, orientations, staff development, and training in a patient support setting. Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs. Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment The employee independently plans the work, resolves problems, and adjusts within accepted standard operating procedures; handles problems and deviations in accordance with establish policies and past practice; and refer new or controversial issues to the Enrollment, Benefits and Admissions Section. Responsible for providing initial determinations of applications for enrollment to VA Health Care System Assignment: Supervisory MSAs at this level plan and direct programs at medical centers and/or satellite outpatient clinics. They have full responsibility for supervising at least one subordinate MSA team leader, supervisor, or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. Assignments at this level include but are not limited to: evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems to make recommendations for improved operations; identifying educational or training needs; making final decisions on hiring selections; evaluating performance and taking disciplinary action when necessary. The employee has administrative and professional responsibility for planning and directing the subordinate lead, supervisor, and MSA's activities. Responsible for extracting and analyzing data to provide reports to senior management in support of tracking measures. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. References: VA Qualifications Standards - Office of the Chief Human Capital Officer (OCHCO) The full performance level of this vacancy is GS 0679-8. Physical Requirements: The work is generally sedentary, the individual sits at a desk in an office setting. However, at times the individual must walk to all parts of the medical center, since the medical support assistant will be working with a variety of clinical and administrative services. The work also requires some bending, standing, lift and carry files or other light office supplies and mail. The individual must be able to tolerate long periods of sitting at a computer, using the keyboard and mouse, and reading from a computer monitor.
Education
There is no substitution of education at the GS-679-08 grade level.
