The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Job Duties
Major Duties and Responsibilities: Responsible for direct supervision of the group and supports the organization's strategic vision by working with the chief to align resources to ensure successful outcomes. Oversee and manage the group's implementation and evaluate performance. Specifically, the Deputy performs the following: o Develop Group personnel. Cultivate and mentor the workforce, recruiting highly qualified talent. Ensure appropriate job responsibilities for all officers to promote career growth and meet organizational objectives. o Empower and leverage subordinate leaders to develop their skills in leadership and management while providing appropriate vectors to help them succeed. o Ensure strong ties between mission and programmatic guidance for collection issues. Integrate the mission voice and the perspective of the collection enterprise into programmatic guidance for collection related topics. Build appropriate partnerships inside ODNI to ensure early awareness and collaboration for significant efforts. o Evaluate Group performance and recommend resource realignment to the chief when necessary. Evaluate the Group's performance against our strategy and implementation plans and against emerging customer requirements. Partner with ODNI staff, Functional, Mission, and Enterprise Managers and IC elements to promote implementations of mission and enterprise objectives. Manage a team of collection discipline and multi-discipline subject matter experts in responding to NIM collection needs and providing senior ODNI leaders with technical expertise on collection-related issues. Ensure NIM teams are supported by embedded National Intelligence Collection Officers (NICO), co-lead an all-NICO forum council to promote situational awareness and best practices, and oversee foundational training and professional development for NICOs. Work closely with Functional Managers and IC elements engaged in intelligence collection activities to develop, coordinate, synchronize, and de-conflict plans and activities. Oversee the ODNI's coordination of the Sensitive Reconnaissance Operations (SRO) program. Collaborate with the Defense Collection Enterprise and other mission partners to identify, leverage, and align national-level intelligence, surveillance, and reconnaissance collection capabilities against the nations highest strategic intelligence priorities. Advocate for existing and proposed capabilities and activities to meet current and anticipated intelligence needs through the Intelligence Planning, Programming, Budgeting and Evaluation (IPPBE) process and through recommendations to senior ODNI leaders. Maintain cognizance of current and planned intelligence collection architectures in order to ensure satisfaction of NIM and UIS priorities. Maintain visibility of United States intelligence capabilities across the defense, domestic, and national domains. - Recommend viable courses of action to address IC collection issues. Represent ODNI seniors on intelligence collection matters to IC senior leadership, policymakers, military decision makers, and congressional staffs. Lead a talented workforce that is a mixture of ODNI staff cadre, IC and military detailees, and contractors. Manage a professional staff, assess performance, oversee goal setting, and provide feedback on personal and professional development. Interact with managers to ensure compliance and collaboration with policies which aides in developing the organizational culture. Maintain effective working relationships with other ODNI and IC components and other government agencies to address issues that span multiple mission or program areas.
Requirements
Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Qualification
Mandatory Requirements: Previous professional experience as a collection requirements manager, collection operations manager, collector or lead over a collection acquisition program for one or more intelligence disciplines. Expert organizational and interpersonal skills to facilitate diverse forums, manage competing priorities, and advocate new ideas/concepts/processes. Expert knowledge of the relationships and interrelationships of the IC's intelligence collection capabilities. Demonstrates a perspective characterized by a strategic top-level focus on broad requirements, joint experiences, fusion of information, collaboration and vertical and horizontal integration. Expertise and competence in managing a complex organization, addressing and resolving complex managerial challenges. Ability to develop implementation plans and show progress towards stated organizational goals. Strong oral and written communication skills. Demonstrated ability to persuade others and build consensus through effective negotiation skills whether among subordinate employees or senior leaders. Previous experience managing mixed teams of government, military, and contract staff.] Bachelor's degree or equivalent experience as determined by mission specialty area. Desired Requirements: In-depth understanding of ODNI ICMC, ICCRC, and ICAM processes. Experience or expertise in participating in one or multiple parts of the IPPBE process.
