The Health Care Education Specialist is responsible for managing and supporting national VHA and VA Talent Development programs and activities that fall under the purview of ILEAD. They implement career path programs, policies for leadership development; they provide guidance on educational project/program planning, leading, coordinating, and implementing project/program activities, project /program evaluation and contracts administration.

Job Duties

The incumbent is responsible for managing and supporting national VHA and VA Talent Development programs and activities that fall under the purview of ILEAD. Duties include, but are not limited to: Performing duties involving instructional analysis to include front-end analysis (FEA), target audience analysis (TAA), goal analysis, content readiness assessment, training needs assessment (TNA), extant data analysis (EDA), instructional gap analysis, job-task analysis, task analysis, training environment analysis, client readiness assessment, client education assessment, modality analysis and mapping, learner path generation, generates educational design strategies, accreditation analysis, subject matter expert (SME) qualification review, objective inquiry, and complexity estimation and performance improvement analysis/ recommendations. Conducting training analyses and needs assessment analyses to identify or validate requirements, utilizing the ADDIE systems approach to training, for applicable training situations within the VHA. Facilitating the selection of appropriate instructional methods/modalities for the subject matter, size of group and sensitivity. Prescribing instructional strategies for optimal learning affect for maximizing retention and transfer. Documenting the results of analyses, e.g., problem analysis, training situation analysis, and initial development of technical requirements for statements of work/performance work statements. Planning, promoting, and developing educational design strategies for educational projects/programs and training solutions by leading and contributing to effective integrated product teams (IPTs) and providing clear direction. Performing problem analyses, training situation analyses, and job-task analyses to support the functional design and development of training systems to provide effective and efficient training solutions. Qualification

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/06/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement: In order to meet the basic requirement of the Health Care Education Specialist, 1701, series you must possess: An undergraduate or graduate education with a major study in Education, Health Care Administration or a Clinical related field (TRANSCRIPTS ARE REQUIRED) - OR - You must possess a combination of education and experience - courses equivalent to a major in Education, Health Care Administration or a Clinical related field, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. (TRANSCRIPTS ARE REQUIRED) To qualify at the GS-12: In addition to meeting the Individual Occupation Requirement above, you may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is experience that included all or most of the following: Developing and implementing career path programs, protocols, processes, and policies; Providing advice and guidance on educational project/program planning; Leading, coordinating, and implementing educational project/program activities and training solutions; Assisting and supporting the plan, development, implementation, and consultation on a variety of training projects; Performing duties involving instructional analysis to include front-end analysis, target audience analysis, goal analysis, content readiness assessments, training needs assessments, instructional gap analysis, and modality analysis and mapping. You will be rated on the following Competencies for this position: Customer Service Program Management Teamwork Technology Awareness Communications Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed while sitting at a desk, at conferences, briefings, meetings, in classrooms and the equivalent. The work is primarily sedentary but may require prolonged standing in front of groups. Must work multiple projects simultaneously and handle occasional high levels of stress and conflicting priorities. Work also involves travel and may include prolonged standing, walking, and transport of instructional supplies and/or equipment in excess of 30 lbs.
