Job Duties

Develops and delivers curriculum supporting NIU's China curriculum. Teaches core and elective courses in the NIU degree program with strong collaboration with Program Directors, faculty colleagues, and the Dean. Implements and enforces appropriate learning standards and rigor, and uses outcome assessment data for course curricular, and program improvement. Develops a rich learning environment through Blackboard instructional technology. Guides students independent research via thesis projects or similar products. Undertakes and disseminates research that contributes to the Intelligence Community's needs. Participates fully in institutional activities at the University, College, and Departmental level. Maintains active liaison with government and private sector civilian, military, educational individuals associated with intelligence.

Qualification

Mandatory Requirements: Demonstrated knowledge and experience analyzing Chinese politics, foreign policy, socio-cultural issues, economic issues, and military affairs. Demonstrated expertise in China and intelligence studies through academic research and scholarship or via intelligence analysis. Experience teaching and presenting on national security issues related to China. Successful completion of a course of study at an accredited college or university leading to a master's degree of higher that included major study or work experience in a subject-matter field appropriate to this position. Demonstrated oral and written communication skills, including the ability to communicate complex information in a clear, concise manner that is targeted to, and meets the needs of, diverse audiences with different perspectives and objectives. Interpersonal, organizational, and problem-solving skills, including the ability to work effectively both independently and in a team or collaborative environment; initiative in carrying out mission responsibilities based on supervisor guidance. Demonstrated ability to collaborate with external entities, build robust communities of interest, and create teams to achieve goals. Demonstrated ability to conduct independent research and publish findings. Individuals selected for an interview will participate in a three round interview process with the final round requiring an in person job talk at NIU. Desired Requirements: Terminal degree (e.g...Ph.D). Recent experience in the intelligence community. Experience as a graduate level educator. Experience in curriculum development. Experience delivering curriculum via non-traditional means. Strong publication and engagement record. Experience in fields related to organizational international relations, security studies, or China studies. Expertise in intelligence collection.

Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview. Salary Determination: The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management. On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned. Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
