Job Summmary
The purpose of this position is to provide and deliver a comprehensive training program to CYP employees, volunteers, and Family Child Care providers. To assist with the implementation of a developmentally appropriate curriculum/program that fosters the physical, social, emotional, cognitive and language development of children and youth, ages 6 weeks to 18 years and to provide supervisory oversight of a training team at an extra-large installation CYP.

Job Duties
Provides immediate supervisory technical oversight and directs work to be accomplished by a workforce training team of three or more Training and Curriculum Specialists NF 04, Training Specialists, and Assistant Training Specialist or equivalent GS staff. Identifies and provides training opportunities for management, training, and support staff and notifies them of training availability. Provides input on training requirements as required. Assigns work based on priorities, difficulty and requirements of assignments, and training team staff capabilities. Participates in section staffing decisions. Addresses potential disciplinary and performance issues timely and takes appropriate corrective action as necessary. Fosters a work environment free of discrimination, harassment, and/or reprisal and ensures equitable treatment of all staff. Coordinates with Installation Child & Youth Program, managers, and trainers to develop a comprehensive CYP training plan and calendar based on assessed training needs. Identifies, develops, plans, and delivers requisite and individualized CYP-wide training opportunities for Direct Care, Management, Training, and Support team members. Arranges for subject matter experts to conduct/support specialized training, when needed. Develops training budget and provides to ICYP for input into CYP budget to include Foundation and Annual/On-Going training costs, resource and professional supplies, equipment and materials. Manages program to budget. Prepares justification for funding of program resource requirements as needed. Collects and maintains up-to-date statistical data for planning and reporting purposes IAW CNIC and statutory requirements. Provides tailored CYP training content appropriate for each employee's and provider's area of responsibility and according to individual learning needs, including relevant age groups, CYP support area, regulatory compliance, etc. Applies principles of adult learning in development of training content. Executes Department of Defense standardized competency-based training program, provides initial and ongoing annual training, and ensures CYP professional's access to professional development training and resource system. Utilizes Child and Youth Management System and other electronic/web-based tools to maintain up-to-date documentation of annual and monthly training requirements. Maintains training records and individual development plans. Prepares training status reports and recommendations to supervisors and notifies CYP Directors of employees' and providers' training status and performance. Develops programs that encourage and support professional development including the pursuit of industry credentials and higher education through job related coursework. Provide information, assistance and guidance to employees and providers seeking to meet their professional goals. Assists the FCC Director and FCC Monitor to encourage providers to become accredited. Ensures the required Navy curriculum is implemented within each CYP. Supports implementation and execution of the Navy standardized curriculum, including assisting the Direct Care team by documenting observations, coaching, and assessments of children and staff, evaluating classroom environments, reviewing weekly activity plans, and providing additional training, coaching, role modeling, and support based on the outcomes, as needed. Coordinates programming that supports all children and youth's physical, social, emotional, cognitive, and language development, regardless of setting or length of time in care. Ensures the quality and consistency of developmental programming to include the environment, equipment, materials, program structure, curriculum, risk management practices, and oversight and coordination of activity schedules and lesson plans. Role models appropriate behaviors and techniques when working with children, youth, and adults. Observes program settings throughout all hours of operation to assess employee competency and direct training needs for groups or individuals. Provides feedback to employees and supervisors based on observations. Works with CY Program Assistants and Leaders to evaluate classroom or activity area environments and makes recommendations to the Director to select developmentally appropriate toys, materials and equipment. Reviews lesson plans to ensure they are appropriate and based on curriculum requirements. Assists with plans if needed. Assists in and supports development and implementation of initiatives to support parent and family relations, including orientation, education, conferences, resource library, and participation programs. Facilitate the inclusion of children who require accommodations for participation in CYP, including conducting environmental observations, planning environmental modifications, role modeling of strategies, and training of staff.

A qualified candidate possesses the following: Knowledge of early childhood or youth education principles, concepts, and techniques to develop, interpret, monitor, and evaluate the execution of curriculum and age appropriate activities. Knowledge of adult learning techniques and strategies and experience training adult learners. Knowledge of Federal and State laws governing the detection and prevention of child abuse and neglect. Knowledge of the National Association for the Education of Young Children (NAEYC), Council on Accreditation (COA), and National Association for Family Child Care Page 4 of 6 (NAFCC) accreditation criteria and process and the required programs of the Boys and Girls Clubs of America (BGCA), 4-H. Knowledge in interests and motivation of individuals and groups. Skill in planning, organizing, and implementing a variety of programs. Skill to develop curriculum outlines, courses of study lesson plans/guides, and to conduct training workshops. Ability to support DoD Certification, accreditation, and staff credentialing (Child Development Associate (CDA), Associate of Arts (AA) Degree) by ensuring that required training is administered and successfully accomplished to meet statutory and program requirements. Ability to provide guidance and leadership to employees and providers. Ability to identify and respond to emergency situations including evacuations, child illness, and physical and emotional disorders. Ability to supervise and direct the work of other employees, monitor performance, and exercise managerial authority with responsibility for accomplishing training outcomes. Ability to perform the full range of supervisory duties. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills.
Education
A 4-year degree in related to child or youth development, Early Childhood Education, or an equivalent field of study from an accredited college or university AND 3 years of full-time experience working with children or youth. OR A Master's degree in the related field of study AND minimum of 1-year professional experience working with children. OR A combination of education and experience (e.g., courses equivalent to a major in a field; 24 higher level semester hours) appropriate to the position (see above) plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above AND 3 years of full-time experience working with children or youth Note: A copy of your H.S. diploma, GED, or college transcripts (showing degree awarded/conferred) MUST be submitted when applying. If your degree has not been awarded you MUST also provide a copy of your HS Diploma or equivalent.
