The primary purpose of this Supervisory Contract Specialist, GS-1102-15 position is to serve as the Contracting Officer for the U.S. Trustees Program (USTP). The Chief, Procurement and Property Branch, Executive Office for United States Trustees (EOUST) plans, designs, implements, and manages procurement programs, policies, and procedures related to the acquisition of a variety of goods and services throughout the USTP. The employee also serves as the Accountable Property Officer (APO) and as the Records Manager for the USTP. Typical duties and responsibilities of this position include but are not limited to: Supervises a staff of approximately one principal financial advisor, two contract specialists, two procurement program analysts, and one record management specialist. Provide oversight and technical directions to approximately three contractors. Represents the Program to Departmental components and other Government agencies regarding procurement, property management, records management, mail management and accounts payable. Represents the Program to the Department for procurement actions that exceed the authorized delegation of procurement authority. Provides advice and guidance to USTP managers in this regard and ensures that required submissions are made to the Department throughout the term of any given procurement action. Manages the acquisition of USTP goods and services using small purchase procedures or delegated contracting authority. Administers contracts and purchase orders and ensures that USTP personnel meet Contracting Officers Representative (COR) requirements and are so certified as such by the Department. Advises functional program managers about complex and highly specialized acquisition requirements, e.g., those associated with ADP systems, hardware, software, maintenance, and support services. Serves as the Accountable Property Officer (APO) for the USTP. Serves as the Records Manager for the USTP. Manages the review, analysis, and processing of all contractual awarded payments/invoices annually. Develops administrative policies and procedures associated with procurement matters, e.g., small purchases and contracts, Purchase Cards, records management, property management, mail management and accounts payable for the USTP.

Qualification

To qualify for the position of Supervisory Contract Specialist at (GS-1102-15), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to. If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information). Basic Qualifications: A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Please note: You must submit transcripts that show the list of college courses with credit hours, major(s), and degree conferred in order to verify that you meet the basic requirements for this position.) OR C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. (Please note supporting documentation must be provided.) OR D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. In addition to the above you must possess the below specialized experience. Specialized Experience: Your resume must demonstrate one year of specialized experience equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector leading the procurement or contract structuring efforts to ensure the organization aligns with prescribed regulations; and performing pre-award and post-award contracting functions, such as negotiation, cost analysis, or policy analysis. Quality Ranking Factor: Possession of FAC-C Level I or higher certification NOTE: The above quality ranking factor is preferred. Therefore, applicants who possess the quality ranking factor can be ranked above those who do not, but no candidates can be rated ineligible solely for failure to possess a quality ranking factor.
