Job Duties
As a Procurement Analyst for the Defense Counterintelligence and Security Agency (DCSA), you will join a dynamic team of contracting professionals enabling a critical National Security mission through contracts and other transactions. The Contracting and Procurement Office (CPO) partners across the enterprise to deliver innovative contracting and business solutions that enable DCSA mission success. You will be a key member of a Contracting Division's Oversight Branch, serving as an Procurement Analyst. In CPO, we do cradle-to-grave contracting that starts at the earliest identification of a need. An in-depth knowledge of program management, logistics, and industry practices will be key to effectively advising acquisition teams, members of the contracting office, and internal and external stakeholders. In this role, you will be responsible for: Conducting reviews of proposed contracting action (pre-solicitation and pre-award) Develop, interpret, and implement procurement policies and procedures Identify trends, assess compliance, and recommend corrective actions or process improvements Provide expert guidance and training to contracting staff and leadership The Procurement Analyst will support the agency's acquisition mission by analyzing procurement processes and ensuring compliance with applicable laws and regulations. This position involves conducting detailed reviews of contracting activities, addressing complex acquisition challenges, and providing actionable recommendations to leadership. The incumbent will assist in drafting and updating policies, facilitating communication across stakeholders, and ensuring consistent application of contracting principles. Individual Retention Incentive for CPO 1102s: Authorized 12.5% annual incentive after 1 year of fully successful (or better) performance and supervisor approval. Current CPO personnel who are receiving a retention incentive will retain this incentive if selected. Work Schedule Options: Compressed, Flexible, and Standard Schedules. DCSA primarily runs on Eastern Time. Remote: This is a remote position. Remote refers to work performed on full-time basis at your home address. As a remote worker, the incumbent is expected to meet all job requirements without regular access to government issued office space. Telework: We support the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. DCSA requires, at a minimum, if you are assigned to a DCSA facility or leased space, you will report to the site 2 days per pay period. Hot seats and shared workspace are available. Travel: CONUS Travel is required for this position, as either TDY or local travel. Some conditions for travel are meetings or training as directed or required to include, but not limited to: Annual Workforce Development Training, managers summits, procurement system training, Leadership Development Training Capstone Presentation, Performance Management Review, and Classified meetings. This position has a Basic Requirement for the 1102: Basic Requirements for GS-13 and Above Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs 1 and 2 above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph 4, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Applicant must have experience in the 1102 job series in the Federal Government. To be creditable, specialized experience must include preparing, approving, reviewing, or signature authority for: solicitation documents, determinations of responsiveness of bids or proposals, source selection process documentation, negotiating terms and conditions when appropriate, and determinations of responsibility for successful offeror(s). Applicant must have experience in reviewing contracting and procurement packages for compliance with statute, regulation, and policy in both pre-solicitation and pre-award settings. Proficiency in serving as a technical expert responsible for the development, interpretation and application of regulations, procedures or law governing the acquisition of equipment, supplies, materials, services, using FAR and non FAR based authorities. Experience in providing authoritative advice on and assistance with policy and systems issues. Mastery of procurement regulations and contracting principles including the latest procedures and techniques. Specifically you will be evaluated on the following competencies: Reasoning: Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions. Legal, Government and Jurisprudence: Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, government regulations, executive orders, agency rules, government organization and functions, and the democratic political process. Procurement Analysis: Provide analysis to advise on procurement matters including contract documentation, legislation issues, and congressional inquiries impacting contracting matters. Develops procurement policy and changes in procedures through analysis of major procurements for statutory and regulatory compliance and a macro-analysis of contracting matters. Advise on high-level legislation & policy matters to recommend &/or lead change in the procurement process. Perform oversight & audits to review contract files, compile lessons learned, & ensure consistent policy application. Qualitative/Quantitative Analysis: Developing and applying quantitative and qualitative analytic methods to identify, collect, process, and analyze large data sets.
