Job Duties
WHAT IS THE OFFICE OF THE CHIEF PROCUREMENT OFFICER DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Procurement. The following are the duties of this position at the full working level. As a senior specialist/administrator in the field of acquisition, the incumbent serves as a primary point of contact for program officials on all acquisition and administrative matters affecting procurement of supplies, services, architectural and engineering, or research and development using formal advertising or negotiation procedures; the evaluation of contract price proposals; and the administration or termination and close out of contracts. As such, the incumbent may perform any combination of the following duties: Assists customers in developing statements of work and procurement strategy. Determines contract types, unique/complex terms and conditions of the solicitation. Obtains required reviews/approvals, and issues solicitation. Evaluates proposals, negotiates costs/prices and terms and conditions with offerors/contractors, and ensures award is within all applicable laws and regulations. Creates and maintains of all required contractual documentation. Conducts debriefing for unsuccessful offers and prepares documentation in the event of a protest. Provides guidance to lower graded specialists/administrators, program offices, field offices and user functions regarding all aspects of procurement. Performs contract administration function, such as verifying evidence of contractor's progress, negotiating modifications, issuing termination notices, reviewing contract claims, and conducting contract closeouts. Prepares protest and termination case documents. Performs contract administration, which involves coordinating extensions of periods of performance, resolving delivery and acceptance disputes, approving partial payments and final payments, performing contract closeout and any necessary contract cancellation due to nonperformance by the contractor or for the convenience of the Government and preparing and processing protest actions. Ensures all actions have been taken to safeguard the interests of the Service in its contractual relationships. This includes insuring that all requirements of law, executive orders, regulations and other applicable procedures, including clearance and approvals, have been met. Reports all unlawful behavior by offerors/contractors to the proper authorities. Prepares a variety of written correspondence to transmit information. May serve as a Contracting Officer with limited or unlimited signature authority for pre-award and/or post-award of large dollar value, complex and/or sensitive contracts. Performs other related duties as assigned.

Qualification
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENT FOR GRADE 13 & ABOVE: You must have completed all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to successfully perform the work of the position. AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE FOR GS-13: In addition to the basic requirement, to qualify for this position you must have at least one year of specialized experience equivalent to the GS-12 which is the next lower grade level of the normal line of progression of this position in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Qualifying experience is experience that demonstrated accomplishment of planning, directing, and administering complex acquisition project assignments that required a wide range of knowledge of procurement and contracting principles and technical program requirements and techniques. This knowledge is generally demonstrated by assignments where the applicant actively participated in multiple levels (i.e., sole source, 8a, limited competition, full and open competition), multiple forms (i.e., simplified acquisitions, GSA Schedule competitions, negotiated and/or sealed bids), multiple needs (i.e., services, supplies, equipment), and multiple portions of the process (i.e., pre-award, post-award, policy, price analysis). AND COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Tour of Duty: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m. Alternative work schedule, staggered work hours or telework may be available.
