Job Duties

WHAT IS THE OFFICE OF THE CHIEF PROCUREMENT OFFICER DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions The following are the duties of this position at the full working level. Conducts detailed reviews of complex and high value procurement actions to ensure compliance with federal acquisition regulations, internal operating policies and procedures, and to influence new and/or revised procedures that improve OCPO operational efficiencies. Collaborates and guides stakeholders through the process and execution of Assignment of Claims, Novation Agreements, Protests, and Terminations to determine and ensure compliance with the Federal Acquisition Regulation (FAR), Department of the Treasury Acquisition Regulation (DTAR), Department of the Treasury Acquisition Procedures (DTAP), and Internal Revenue Service Acquisition Policy (IRSAP) supplemental regulations. Serves as an Office Director's representative on cross-functional task forces or committees. Serves as Lead Coordinator for Treasury Inspector General Tax Administration (TIGTA) audits, General Accounting Office (GAO) audits, Office of Chief Financial Officer (CFO)/ Internal Controls Reviews, and other IRS stakeholder data request. Contributes to the development, review, and updating of the formulation of the Procurement Director's short-range and long-range Strategic Business Plan and Annual Quality Plan. Serves as an advisor to Procurement and Services on acquisitions of complex supplies and services, which have a significant impact on the effectiveness, and timeliness of the entire tax system nationwide.

Requirements

STANDARD POSITION DESCRIPTIONS (SPD): PD22174 Visit the IRS SPD Library to access the position descriptions. Position requires completion of Federal Acquisition Certification in Contracting (FAC-C) Level I and II training courses and the incumbent must be able to obtain and maintain registration in the Federal Acquisition Institute Training Application System (FAITAS) in accordance with the Department of Treasury, Acquisition Certification Management Program. Incumbents that hold an unlimited Contracting Officer Warrant must obtain and maintain FAC-C Program Level III Certification. File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on. Obtain and use a Government-issued charge card for business-related travel.

Qualification

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENT: You must have completed all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to successfully perform the work of the position. AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: GS-14 LEVEL: In addition to the basic requirement, to qualify for this position you must have at least one year of specialized experience equivalent to the GS-13 which is the next lower grade level of the normal line of progression of this position in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Qualifying experience is experience that demonstrated accomplishment of the full range of planning, directing, and administering complex acquisition project assignments that required a wide range of knowledge of procurement and contracting principles and technical program requirements and techniques. This knowledge is generally demonstrated by assignments where the applicant actively participated in multiple levels (i.e., sole source, 8a, limited competition, full and open competition), multiple forms (i.e., simplified acquisitions, GSA Schedule competitions, negotiated and/or sealed bids), multiple needs (i.e., services, supplies, equipment), and multiple portions of the process (i.e., pre-award, post- award, policy, price analysis). AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
