Job Summmary

As a Lead Contract Specialist, you will facilitate, coordinate, and integrate high level projects including Construction, Architectural and Engineering, Construction Manager as Constructor (CMc), Construction Management and other professional services, geared toward ensuring the effectiveness and efficiency. Location of position: Public Buildings Service, Acquisition Division, in Fort Worth, TX We are currently filling one vacancy, but additional vacancies may be filled as needed.

Job Duties

Plan and execute major specialized projects, requiring extended training and experience, which has demonstrated leadership and unusual attainments in research, practice, or administration. Operate as an advisor to the Branch Chief and provide authoritative advice and guidance to a variety of customers, stakeholders, and partners regarding high level advanced projects. Provide strategic direction for the major milestones and initiatives and lead major projects. Serve as an expert Lead Contract Specialist and mentor a team of Senior Level Contract Specialists within the organization. Perform special assignments and lead high level initiatives which involve all phases of the acquisition process. Serve as the coordinator of complex projects, obtaining appropriate resources and/or personnel to accomplish objectives. Projects require analyzing, appraising, and evaluating a wide variety of options and necessitate extensive research to explore all viable ways to achieve management goals and to satisfy client needs. Provide acquisition planning and advice/assistance to ensure that proposed service enhancements are within the scope of the contracts or that specifications are developed in a format suitable for competitive solicitation. Serve as a senior contracting officer. Review procurement actions to ensure compliance with policies set forth in the Federal procurement regulations, policies, and procedures. Provide leadership, expert assistance, and authoritative advice on interpretations of governing policy in the procurement area. Research the most sensitive, complex, or otherwise controversial issues. In cases where exisiting agency policy does not cover the problem or issue under review, consult references such as United States Code, Code if Federal Regulations, Comptroller General and GAO audit decisions, and other legal precendents available, interpret those resources and develop definitive policy recommendations.

Qualification

All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. Specialized experience is one year of experience equivalent to the GS-13 in the Federal service. Specialized experience is experience in evaluating or implementing contracting programs; OR leading or supervising contracting professionals providing contracting services for the acquisition of a wide range of supplies, services (professional and non-professional), and/or construction; OR contracting experience that demonstrated the ability to perform the full range of highly complex pre-award and post award activities utilizing a variety of types of contracts and evidence of professional potential, business acumen, drive for results, relationship building, and self-motivation in order to procure supplies, services, or construction associated with an organization. This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. Mastery of the procurement field to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods and to make decisions or recommendations significantly changing, interpreting or developing important public policies or programs. Expert knowledge of GSA, PBS, mission, programs and legislative history to develop, implement and provide advice on policies to implement program goals. Ability to establish and maintain effective working relationships in order to ensure and facilitate work across all agency business lines, congressman, senators, judges and/or other stakeholders and partners. Ability to effectively communicate orally and in writing, including the use of skill in tact, diplomacy and techniques of negotiation to conduct negotiations and to meet and deal with high-level industry, technical, political, and other Government officials.
