Job Duties
- Provides functional and technical expertise to CMOs in the execution of the mission.
- Identifies skills needed, develops, provides, or arranges for functional/application training to enhance and preserve competencies.
- Participates in District, DCMA, CMO and other conferences and meetings, furnishing functional, technical, and IT application assistance and expertise in contract administration matters.
- Provides functional support in the identification of functional requirements and development, testing, deployment and post-deployment of DCMA Corporate IT applications, including training.
- Provides assistance to the District and CMO in achieving the goals in the performance plan. Identifies and communicates systemic process deficiencies and recommends corrective actions to CMO managers and Commanders.
- Produces, compiles, analyses, and briefs data/reports from a multitude of acquisition system sources.
- Acquisition Systems Sources utilized such as MOCAS, Mechanization of Reports Distribution System (MORDS), Procurement Integrated Enterprise Environment (PIEE), Shared Data Warehouse (SDW), and other DCMA and DoD systems.

Qualification
To qualify for a Contract Specialist, your resume and supporting documentation must support: A. Basic Contracting Requirement: 1.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR 2.) A current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "1" above. AND B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-12 Interpreting and preparing policies and procedures for implementation using knowledge of contract management policies, techniques and regulatory requirements. GS-12 Providing advice to management and teams to improve performance and resolve problems related to contract administration functions/issues. GS-13 Performing various contract administration functions (e.g. monitoring contractor's compliance with contract, regulatory and statutory provisions). GS-13 Monitoring and managing expenditures and costs. GS-13 Managing information systems to evaluate and implement new or improved automated contract administration applications. GS-13 Conducting research and analyzing data to resolve problems related to contract administration functions.
Education
