Job Duties

WHAT IS THE OFFICE OF THE CHIEF PROCUREMENT OFFICER DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. As a Contract Specialist, you will: Responsible for a complete range of government contracting activities such as acquisition planning/negotiation, evaluation of proposals, and contract cost and price proposal evaluation. Interprets and implements all complex federal procurement regulations and other official procurement guidance to develop and advise on policies and procedures that virtually affects all IRS program areas and organizations. Effectively and diplomatically communicates orally and in writing with executives, managers, employees, and external customers. Plans, coordinates and manages the contract cost and price functions critical to the mission of the IRS. Develops comprehensive detailed reports on cost/price analysis, including recommending cost. Determines cost and price policies in coordination with other Policy branches and with other operations offices. Serves as advisor to senior Procurement and IRS management on cost and price problems and issues.

Qualification

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENTS (GRADE 13 & ABOVE): You must complete all Mandatory Training requirements as described in DEPARTMENT OF THE TREASURY ACQUISITION CAREER MANAGEMENT PROGRAM HANDBOOKPDF Free Download (docplayer.net)AND4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to the next lower level as defined below. AND 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management .ORException: Employees occupying a GS-1102 position will be considered to have met the standard for positions they occupy on or after January 1, 2000. However, basic requirements and specialized experience requirements must be met in order to qualify for promotion to a higher grade. Note: Candidates who do not meet the qualification requirements may be considered for a waiver in accordance with the standard. At the agency's option, the waiver may be applied to any of the educational, training, or experience requirements, or combination thereof, as specified in the vacancy announcement. SPECIALIZED EXPERIENCE: GS-14 LEVEL: In addition to the basic requirement, to qualify for this position you must have at least one year of specialized experience equivalent to the GS-13 which is the next lower grade level of the normal line of progression of this position in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Qualifying experience is experience that demonstrated accomplishment of the full range of planning, directing, and administering complex acquisition project assignments that required a wide range of knowledge of procurement and contracting principles and technical program requirements and techniques. This knowledge is generally demonstrated by assignments where the applicant actively participated in multiple levels (i.e., sole source, 8a, limited competition, full and open competition), multiple forms (i.e., simplified acquisitions, GSA Schedule competitions, negotiated and/or sealed bids), multiple needs (i.e., services, supplies, equipment), and multiple portions of the process (i.e., pre-award, post- award, policy, price analysis). For positions with an education requirement, or if you are qualifying for this position by substituting education or training for experience, submit a copy of your transcripts or equivalent. An official transcript will be required if you are selected. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. Tour of Duty: Start and stop times between 6:00 a.m. and 6:00 p.m. Alternative work schedule, staggered work hours or telework may be available.
