Job Summmary

As a Contract Price/Cost Analyst, you will analyze and evaluate price and cost data in a variety of contract proposals. Location of position: This position is located within the General Services Administration (GSA), Federal Acquisition Service (FAS), Information Technology Category (ITC). We are currently filling one vacancy, but additional vacancies may be filled as needed.

Job Duties

Develops, monitors and interprets: Pricing policies, pricing practices in procurements, innovative solicitation provisions to maximize competition, performs commercial pricing market research, promotes and assists the utilization of streamlined source selection procedures and prepares and presents training in price/cost analysis. Undertakes and directs special studies as needed and prepares special reports or position papers involving cost and pricing matters. Leads teams composed of other price/cost analysts and/or contract specialists, procurement analysts and others as assigned. Pricing teams will be assigned tasks to support contracting officers across ITC as needed. Tasks may include price analysis in support of: contract modifications, implementation of price management mechanisms, price refreshments, and new acquisitions resulting in task/delivery orders and contracts. Maintains contractual data and history, along with other indicators of Division execution and effectiveness and compiles data for statistical management reports. Leads teams in conducting market research, including extent of competition, price trends, and government and commercial user information. Establishes and designs systems which enhance comparison between similar services awarded within the ITC business portfolio.

Requirements

If selected, you must meet the following conditions: Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 4 investigation level). Qualification

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. You must meet the requirements in 1, 2, or 3 below: 1. All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. Specialized experience is one year of experience equivalent to the GS-13 in the Federal service. Specialized experience is experience developing and providing pricing related advice and guidance in the acquisition process. This experience must demonstrate the following: 1) Preparing reports or position papers involving cost or pricing matters; 2) Developing and interpreting pricing related policy and practices; 3) Preparing and presenting training in price/cost analysis; and 4) Developing and presenting analytical information to internal and external stakeholders. This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered. Mastery of procurement regulations and contracting principles including the latest procedures and techniques, e.g., sophisticated pricing arrangements, cost accounting, and life cycle costing sufficient to plan, develop, implement, maintain, and administer all contractual aspects of a systems acquisition program; to develop innovative contractual language, terms and conditions; and to serve as program contractual authority and advisor on the acceptability and applicability of contractual matters related to the assigned acquisition program. Knowledge of Federal procurement laws, regulations, directives and objectives as well as Government procurement principles, contract law, and commercial business practices, and the ability to apply this knowledge to assignments. Knowledge of Cost Accounting Standards (CAS), Defense Contract Management Agency (DCMA) rules and Contractor Purchase System Review (CPSR) process. Expert knowledge of cost/price analytical techniques to conduct advanced studies of cost/price problems, evaluate the effectiveness of current agency cost/price methods, develop and advocate new approaches to cost/price analysis, and develop policy guidance for implementing advanced methods in conducting cost/price analysis. Knowledge of mathematical, statistical, and analytical techniques sufficient to apply this knowledge to cost and price analyses. Expert knowledge of contract cost analysis techniques sufficient to gather, analyze and evaluate price and/or cost data for a variety of pre-award and/or post-award procurement actions such as proposals for services, supplies, equipment on firm fixed price contracts. This knowledge is also used to participate in the negotiation of various cost elements associated with these issues. Ability to provide expert technical guidance to contracting offices and to contractors in solving cost/price problems. Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions. Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.
